Teaching qualification: 175 thousand new qualified in the next two years, without courses it will be difficult to obtain substitutes


A few days after the publication of the competition notice for the second procedure of 2024 in the Pnrr, the Pnrr 2 last competition of the transitional phase in the reform of teacher recruitment, the role of enabling paths is gaining more and more value, which are starting to appear as a participation requirement for the competition itself thanks to the credits that are obtained by participating in paid courses.


The routes from 30, 36 and 60 cfu


Starting next year, qualifying will be the only condition for participating in competitions, since requirements such as a degree 24 CFU and an ITP diploma will also disappear. The new qualifying courses of 30, 36 and 60 CFU depending on individual needs are the backbone of the new qualification course and tens of thousands of teachers who intend to qualify to teach their competition class have adapted, are adapting or will inevitably adapt in the coming months in order not to be left out.

The path for those who already have another qualification or specialization in support (30 credits) was among the first to start, followed by the path aimed at obtaining 60 qualifying training credits.


175 thousand qualifications in two years


The declared goal of the Ministry is to train 175 thousand aspiring teachers in the next two years. Doing a quick calculation, this is the number of substitutes that are called every year in the Italian school system to fill vacant chairs. An army of precarious workers who will obtain the qualification, and hopefully also the role. Otherwise, without qualification in a couple of years it will be very difficult to obtain a substitute assignment.

In the new qualifying courses, both the 24 credits and the school internship courses already acquired by aspiring teachers may be confirmed, but this should not lead to a reduction in the price foreseen for the competition itself, which will remain the maximum foreseen.





Indire support courses: Parallel start to the new Tfa support, 30 credits by December 25th and specialization for 85 thousand precarious teachers


Strengthening the support staff in Italian schools has been a priority for Minister Valditara since the new ministry took office, and in recent months the initiatives have become more concrete. The announcement of the Indire Courses, which will start in 2025, will allow the implementation of that double channel of specialization in support that is making those who are participating or will participate in the Tfa turn up their noses.


Transformation of the de facto staff into a de jure staff


At the end of this school year, in view of the start of the next one, the families of students with disabilities will have the opportunity to request confirmation of the support teacher, to provide that educational continuity that is too often lacking in this area.

But the main objective of the Valditara ministry is to increase the specialized support teaching staff with the ultimate but fundamental objective of gradually transforming the de facto staff into a de jure staff.

In this sense, the news is that the request to the Government, to Minister Giorgetti specifically, to invest in the hiring of support teachers, announced a few weeks ago, has been accepted.


Precarious workers who cannot be hired


This means that there will soon be important changes, considering that in view of the approval of the budget law, resources will be included for the hiring of precarious teachers that the ministry intends to specialize.

The primary objective of the ministry is to solve the problem of precariousness of support teachers in a short time but in an effective and lasting way. According to the ministry, the issue of precariousness has never been addressed in a rational way in the past. The result is that there are 85 thousand precarious support teachers with three years of service, but without specialization. And therefore they cannot be hired.

As mentioned, the next step will be to start the Indire Courses, aimed at those who have carried out, in state and private schools, a support service on site for at least three school years, even non-continuously, in the previous five years. The courses will be related to the same level of education to which the service provided refers.


Parallel courses to Tfa

Now we are waiting for the details for the start of the courses, especially regarding the timing. It is thought that they could start together with the new TFA support cycle. The certainty is that in this way it will be possible to specialize 40,000 teachers, and then another 45,000. The 30 CFU must be acquired by December 31, 2025.



The EDSC DigComp 2.2 certification accredited by Accredia is a recognition that attests to the mastery of fundamental digital skills, distributed across the five main areas of competence of the European DigComp Framework:

  • Information and Data Literacy: This area covers the ability to effectively search, collect, manage and evaluate data and information.
  • Communication and Collaboration: Focuses on using digital technologies to interact, communicate, and collaborate productively with others.
  • Digital Content Creation: Includes the skills needed to produce and edit digital content, such as documents, images, and videos, creatively and critically.
  • Security: Covers awareness and understanding of issues related to digital security, personal data protection and online privacy.
  • Problem Solving: Focuses on using digital technologies to identify, formulate, and solve problems in various contexts.

In summary, the EDSC DigComp 2.2 certificate validates the ability to use information technologies critically and competently, both in professional and personal life, improving communication, efficiency and problem solving.

The exam is divided into three steps of increasing complexity:

  • First Step (42 questions, maximum 40 minutes) – BASE 1 and BASE 2 mastery levels
  • Second Step (42 questions, max 40 minutes) – mastery levels INTERMEDIATE 3, INTERMEDIATE 4
  • Third step (84 questions, maximum 80 minutes) – mastery levels ADVANCED 5, ADVANCED 6, HIGHLY SPECIALIZED 7 and HIGHLY SPECIALIZED 8

The passing threshold for each test is 75%: once you have passed the first step, you will be able to access the second test (which can also be done on a different day), otherwise the exam ends and the examinee receives the certificate attesting the level achieved.

The candidate therefore cannot be failed: the exam is in fact structured to photograph on a certain date the level of mastery achieved for the individual areas of expertise, verifying the improvements in the face of learning processes. The person is registered in the national Accredia register and inserted in the future National and European repertoire, with the issuing and sending of the certificate in pdf format and Open Badge.

With the signing of the National Collective Labor Agreement (CCNL) for the school sector on January 18, 2024, it was established that inclusion and maintenance in the third-tier lists for ATA staff requires possession of the mandatory International Digital Literacy Certification EDSC DIGCOMP 2.2. This criterion is applicable to the profiles of:

  • Administrative Assistant
  • Technical Assistant
  • School Operator.

It is important to clarify that the certification, as per the law, is not linked to specific courses but is an evaluation exam based on the European framework DigComp 2.2.

We recommend that all our students, who wish to obtain the qualification for access and/or maintenance of the ATA III band call, obtain a Basic 2/Intermediate 3 mastery level, so as to be able to access all the roles of competence.
